Speaking at licensing and licensing sub-committees

There are two types of licensing committee:

  • licensing committees: Where decisions are needed about licensing policy
  • licensing sub-committees: Where decisions are made on a particular application, for example a premises licence (for the sale of alcohol) application

Restrictions on speaking at licensing committees

If you would like to speak at a licensing sub-committee you will need to have made a relevant representation, which is a written submission to the licensing department during the public consultation period on a particular application.

Licensing sub-committees can also be convened to deal with street trading, gambling and sex entertainment.

At licensing sub-committees, your submission should be focused on one of four licensing objectives which the sub committee will make the decision on.

  • The prevention of crime and disorder
  • Public safety
  • The prevention of public nuisance
  • The protection of children from harm

The licensing team will tell you what they need in order for you to register to speak.

Decision-making process at licensing committees

You’ll be invited to speak as an interested party after the applicant and responsible authorities have spoken.

There is no limit on the amount of time you can speak, but the chair may encourage you to be concise.

Following all the submissions, the sub-committee will leave the room and discuss the matter in private. Once they have made a decision, the sub-committee will return and inform all parties together.
