Tenancy agreement


The tenancy agreement that you sign before moving into a council property is a legal contract between us and you.

The agreement contains all necessary information about your tenancy. It sets out your and our rights and responsibilities.

If you need to amend the details on your tenancy for any reason, use our tenancy amendment form to tell us.

The first 12 months of your tenancy are an introductory period – you will not have all the rights of a secure tenant during this time. If you breach your tenancy agreement we can extend this period by six months or terminate your tenancy, depending on the nature of the breach.

Change to tenancy agreements for affordable-rented properties

We no longer itemise rent and service charges in the tenancy agreement for our affordable-rented properties. We also do not show them on our online portal.

Instead, we provide a single all-inclusive rent figure. This change follows a consultation with affected tenants in January and February 2024.

We wrote to all affected tenants asking for their opinion on the proposed change. We received an equal number of responses for and against the change – the response rate was 0.2%.

We told tenants they did not need to respond if they supported the proposed change. On this basis, we received 99.9% support for making the change.
