You must register as a non-driver proprietor if you want to run a taxi business but do not have a taxi driver licence.

You must renew your registration every year.
Register
To register as a non-driver proprietor, you need:
- a certificate of completion for the Blue Lamp Taxi Safeguarding online course dated within the last 12 months
- a completed Basic Disclosure (we cannot accept enhanced certificates) dated within the last month
- You can request a ‘share code’ from your DBS acount to let us view your certificate online. If you send us this code instead of your certificate, you must also tell us the last six digits of your certificate number.
- proof of your ID, such as your DVLA licence, passport or birth or marriage certificate
- one of the following proof of address from within the last three months, unless stated otherwise:
- mortgage statement issued in the last 12 months
- bank or building society account or credit card statement
- letter confirming the opening of your current bank or building society account
- financial statement for a pension or similar issued in the last 12 months
- P45 or P60 statement issued in the last 12 months
- Council Tax bill issued in the last 12 months
- utility bill
- benefit statement
- document from central or local government
When you have all these documents, you can apply on our licensing portal. It will prompt you to upload the documents and pay the relevant fee.
When we receive your application, we will confirm by email within 10 working days whether we have accepted your non-driver proprietor registration.
Renew your registration
You must renew your registration before your current registration expires. To do this, you need:
- a completed Basic Disclosure (we cannot accept enhanced certificates) dated within the last month
- You can request a ‘share code’ from your DBS acount to let us view your certificate online. If you send us this code instead of your certificate, you must also tell us the last six digits of your certificate number.
- a certificate of completion for the Blue Lamp Taxi Safeguarding online course
- You only need to provide this every three years – it will say in your renewal email if it is needed.
When you have all these documents, you can apply on our licensing portal. It will prompt you to upload the documents and pay the relevant fee.
When we receive your application, we will confirm by email within 10 working days whether we have accepted it and renewed your non-driver proprietor registration.
Changes in your circumstances
Contact us to tell us about any changes in your circumstances. This includes:
- a new address or contact details
- being investigated for any criminal offence, whether you are charged or not
